The suhali is old; the chilli flakes are not, and we are not going to invent a lineage for them. Crushed dried red chilli arrived on Indian tables through pizza boxes, and a generation grew up shaking it over everything — so it was only a matter of time before it found the tea tray. What makes it work here is the cracker underneath. Suhali has been fried in eastern UP for generations precisely because it is plain enough to carry whatever you put on it, and flakes cling to those flaky ridges far better than powdered chilli, which sinks in and turns the whole thing uniformly hot. This way the heat arrives in bursts. It is the tin the younger half of the family finishes first.
